I would suggest you consider doing the following each and every time you are dealing with installing new hardware on a windows based personal computer.
Install the software/drivers for the device before you plug it in/install it. Once the software/drivers have been installed, reboot the computer - then install the new hardware/device. Reason being the computer will have the necessary software/drivers already installed and will likely not believe it is a new hardware/device each time you turn on the computer.
So please consider uninstalling the software/driver - along with unpluging/removing the device/hardware. Restart your computer, then install the software/drivers followed by rebooting - then install/plug in your new hardware/device. Please let us know how it goes.
